[재신다 아던] 코로나19 종식선언 뉴질랜드 총리 리더십(ENG New Zealand’s Prime Minister, Jacinda Ardern Leadership)

코로나19 팬데믹이 정치 리더십의 주요 척도가 되고 있습니다.전 세계의 지도자들은 똑같은 수준의 위협을 직면하고 있고, 그들의 리더십 평가는 결과가 말해주고 있죠.
오늘은 코로나19 종식을 선언한 뉴질랜드의 재신다 아던 총리 리더십에 대해 알아보겠습니다.

소통의 리더십
뉴질랜드 전 총리였던 헬렌 클라크(Helen Clark)는 아던 총리를 한마디로 ‘소통가’ 커뮤니케이터라고 표현했어요.
현재 39세인 재신다 아던 총리 리더십의 가장 큰 장점은 명확성, 일관성, 공감의 메시지 전달력에 있습니다.

그는 단순히 감정적인 차원으로 국민들을 위로하는 것에 몰두하기 보다 일을 똑부러지게 잘해내는 일에 전념했어요.
뉴질랜드 국민들은 말합니다.“총리는 단지 연설만 하는 것이 아니라 국민들과 함께 서 있었습니다.”
아던 총리는 매일 각료들, 언론인들과 공식적인 브리핑을 가지면서 의견교환을 했구요.
아던 총리는 코로나라는 불확실한 바이러스 확산 속에서 국민들에 대한 공감을 바탕으로 수준 높은 신뢰와 자신감을 불러일으켰습니다.

그의 Facebook Live chats는 대국민 소통의 단단한 역할을 담당했죠. 집에서 아기를 돌보며 걸친 허름한 스웨터를 입고 대담하는 비공식적인 아던 총리의 수수한 모습은 제가봐도 친근하더라구요. 그는 아이를 침대 위에 데려다놓고, 운동복을 입은 채 코로나19에 관해 이야기를 풀어놓는 식이었어요.
코로나 19 생활 수칙을 알리는 등 국민들과 활발히 소통했고,
시시때때 전해주는 그의 목소리는 국민들로 하여금 신뢰하게 만들었고 단합시켰습니다.

강력한 정책
아던 총리는 공감하고 따뜻한 모습만 보여준 것이 아니에요. 뉴질랜드의 이같은 방역 성공 비결로는 세계에서 가장 강력한 수준의 봉쇄 조치가 꼽히고 있죠. 

뉴질랜드에서 처음으로 코로나 19 확진자가 발생한 건 지난 2월 28일이었어요.이후 뉴질랜드는 지난 3월 19일 코로나 19 확진자가 28명이 되었을 때 외국인 여행객의 입국 금지, 100명 이상이 모이는 집회 금지 조치를 내렸죠.

같은 달 23일 학교 문을 닫았고, 필수 영업장을 제외한 상점과 공공기관을 폐쇄했습니다. 약 5주간 강도 높은 사회적 거리 두기 지침을 시행했구요.
이런 노력의 결과 인구 약 482만명인 뉴질랜드의 누적 확진자 수는 1504명, 누적 사망자는 22명으로 인구 대비 확진·사망자 수가 적었죠.
숀 핸드 오클랜드대 교수는 '세계에서 가장 강력한 수준의 봉쇄 조치가 뉴질랜드 방역 성공의 중요 요인'이라고 말했습니다.

테크놀로지 활용
뉴질랜드 정부는 지난 5월 19일 코로나19(Covid-19) 동선 추적 앱을 선보였습니다.
NZ Covid Tracer 앱을 앱스토어에서 다운로드하면 이용자의 이름, 이메일 주소, 전화 번호를 입력하고 개인 계정을 만들 수 있어요.
그런 다음 이용자가 회사, 식당, 사업체, 공공 건물 및 기타 기관에 입장할 때마다 QR 코드를 스캔하면 손으로 기록부를 작성하지 않아도 우리가 어디를 방문했는지 자동 기록이 되는 거죠.
코로나19 감염자가 발생할 경우 감염자와 한 공간에 있었던 사람들의 추적과 연락을 신속하게 만드는 시스템입니다.
그런데 이용자가 계정을 만들 때 입력한 개인 정보는 이용자의 휴대전화에 저장되고, 원치 않을 경우 보건부에 이 정보를 공개할 것인지 선택할 수 있어요.
자동으로 보건부에 내 개인 정보가 공개되는 것이 아니라는거죠.
입력된 이용자의 정보는 뉴질랜드 보건부에 의해 시드니에 위치한 아마존 웹서비스(Amazon Web Services)에 31일 동안 저장되며 이후 자동으로 삭제된다고 하네요.
이용자는 국가접촉자추적서비스(National Close Contact Service)에 세부 정보를 등록하면 접촉자 추적이 필요할 경우 더 빠르게 연락이 닿을 수 있는 장점이 있는거죠.
현재 우리나라를 포함, 싱가포르 호주에서도 사용 중에 있습니다.

경보 시스템 구축
뉴질랜드는 지난 3월 21일 코로나19 경보체제를 도입했습니다.
모두 4개의 단계로 나누어져 있구요. 4단계 봉쇄(lock down), 3단계 제한(restriction), 2단계 축소(reduce), 1단계 예방(prepare)을 단계적으로 하향 조정하는 시스템을 구축했어요.
이 시스템은 국민들이 현재 상황을 인지하고 위험도를 낮추기 위함이죠.

2020년 3월 25일 4단계 폐쇄가 실시되어 강력한 봉쇄 조치가 실행되었고, 한 달이 조금 넘은 4월 27일, 국민들은 직장과 학교를 포함하여 가능한 홈스테이를 권고받는 3단계 제한 조치가 발령되었죠.
5월 13일 약 16일 만에 사회적 거리두기와 100명 이상의 모임이 제한되는 2단계에 들어갔구요.

6월8일 드디어 재신다 아던 총리는 신규 확진자가 17일간 발생하지 않자 모든 사회적 거리두기 제한을 해제하고 예방차원의 1단계로 내리면서 종식선언을 했습니다.
이에 따라 뉴질랜드 내 거의 모든 생활이 정상화될 예정입니다.
4월초에 시행된 여론조사에서 88%의 뉴질랜드인들은 코로나 사태에서의 정부 결정을 신뢰한다고 말했으며, 84%는 팬데믹 사태에서의 정부 대응에 찬성한다고 밝혔어요.

아던 총리의 “신속하고 단호한, 공감의 리더십”이 국민들의 신뢰를 얻게 된거죠.
"우리가 더 강하고 안전한 위치에 있다 해도, 코로나19 이전의 일상으로 돌아가는 쉬운 길은 없습니다.  그동안 바이러스 대응을 위해 보건분야에 쏟았던 투지와 집중은 이제 경제 재건을 위해 쏟을 것입니다."
아던 총리는 기자회견에서 국민들에 대한 감사의 인사로 다음과 같이 말했죠.
코로나19 종식 선언을 한 뉴질랜드에서 촬영중이던 영화 아바타 속편 등 영화 제작이 다시 활기를 띨 것이라고 전해지고 있습니다.
방역과 경제 두 마리 토끼 난관에서, 성공적인 방역이 경제 재건으로 이어진다는 소중한 교훈과 리더십의 중요성을 다시한번 절감하게 되네요.

 

The Corona19 Pandemic has become a major measure of political leadership.

Today we will look at the leadership of New Zealand's Prime Minister, Jacinda Arden who announced the end of Corona19.

Communication leadership
New Zealand's former Prime Minister Helen Clark described the present Prime Minister as a communicator.
The greatest strength of the leadership of Jacinda Ardern who is 39 years old, is clarity, consistency and empathy.
She was more than just trying to get the things done well, rather than simply getting involved in comforting the people on an emotional level.
New Zealanders say.

Prime Minister Arden exchanged opinions daily with official briefings with ministers and journalists.

Prime Minister Arden aroused a high level of trust and confidence based on empathy for the people amid the uncertain spread of the virus called Covid 19.

Her Facebook Live chats played a solid role in public communication.
She looked familiar with the modest appearance of the unofficial Prime Minister, who was wearing a shabby sweater over her baby at home.
She put the child on the bed and was talking about Corona 19 while wearing sportswear.
She actively communicated with the public, publicizing the rules of life against Covid19.
Her voice, conveyed at times, made people trust and united.

Strong policy
Prime Minister Arden didn't just show empathy and warmth.
The key to New Zealand's quarantine success is the world's strongest level of containment.
The first corona 19 confirmed in New Zealand was on February 28th.
Later, on March 19, when Corona 19 confirmed 28 people, New Zealand imposed a ban on foreign tourists from entering the country and a ban on gatherings of more than 100 people.
On the 23rd of the same month, the school was closed, and shops and public institutions were closed except for essential business locations.

For about 5 weeks, the government implemented guidelines for placing a strong social distance.
As a result of these efforts, New Zealand's cumulative number of confirmed patients was 1,504 +2, and the number of fatalities was 22.

"The world's strongest level of containment is a key factor in New Zealand's quarantine success," said Professor Shawn Hand of the University of Auckland.
Using technology
The New Zealand government launched the Corvid 19 tracking line on May 19th.
By downloading the NZ Covid Tracer app from the App Store, you can enter your name, email address and phone number and create a personal account.
Then, every time a user enters a company, restaurant, business, public building or other institution, scanning the QR code will automatically record where we've been, even if we don't have to keep a record.
It is a system to quickly track and contact the infected person and those who were in the same space in case of infection.
However, the personal information entered when the user creates an account is stored in the user's mobile phone, and if you do not want to, you can choose to disclose this information to the Ministry of Health.

Their personal information is not automatically released to the Ministry of Health.

It is said that the entered user's information is stored for 31 days in the Amazon Web Services located in Sydney by the New Zealand Ministry of Health and then automatically deleted.
Users have the advantage of registering their details in the National Close Contact Service so that they can be contacted more quickly if contact tracking is required.
Currently it is in use in Korea, Singapore and Australia.
 

Alarm system construction
New Zealand introduced the Corona 19 warning system on March 21st.

It is all divided into 4 stages. They have built a system that phases down the phase 4 lock-down, phase 3 restrict, phase 2 reduce, phase 1 prepare.

This system is designed to help the people to recognize the current situation and reduce the risk.
On March 25, 2020, Phase 4 closure was implemented with a strong blockade, and on April 27, a little over a month ago, citizens were issued a phase 3 restriction that recommended possible home stay, including work and school.
On May 13th, in about 16 days, social distance and more than 100 meetings were restricted.
On June 8th, the Prime Minister, who had finally declared the end of the restriction by releasing all social distance and lowering it to the first level of prevention when new confirmed persons did not occur for 17 days.
As a result, almost all life in New Zealand will be normalized.
In a poll conducted in early April, 88% of New Zealanders said they believed in government decisions in the Corona crisis, and 84% said they were in favor of the government's response to the Pandemic.
The Prime Minister's “quick, determined, empathetic leadership” gained the trust of the people.

"Even if we are in a stronger and safer position, there is no easy way back to our daily routine before Corona 19. The fighting spirit and concentration that we have put into the health sector to respond to the virus will now be devoted to the economic reconstruction."
At the press conference, Prime Minister Arden said as a thank you to the people:
