[위기관리] CNN 대만 코로나 대응 극찬 왜?(ENG Taiwan's Coronavirus response is among the best globally)

호주와 대만은 약 2,400 만 명 인구의 섬나라입니다.

두 나라 모두 중국과의 교역이 밀접한 국가로 Covid-19 초기 엄격히 국경통제를 실시했죠.

그러나 그날부터 10주가 지났지만 호주는 거의 5,000 건의 확진자 사례를 확인한 반면 대만은 400건 미만이었습니다.

호주에 잘못이 있는 것이 아니라 대만이 어떻게 바이러스를 성공적으로 통제하고 유지하고 있는가입니다.

오늘은 왜 CNN이 대만을 세계 최고의 코로나 방역 모범국이라고 부르는지 살펴보겠습니다.

사스로부터의 교훈

2003년 사스 (SARS)가 발생했던 당시 대만은 홍콩, 중국 남부와 함께 최악이었죠. 150,000 명이 넘는 사람들이 격리되었고 181명이 사망했습니다. 

그 당시 WHO 관리자들은 최근 대만의 사스 감염 급증세는 전염 통제가 제대로 되지 않는데다 응급실 시스템이 무너졌기 때문이라고 지적하면서 더욱이 감염 사례가 곧바로 보고되고 있지 않기 때문에 현 상황이 얼마나 나쁜 지 가늠하기조차 힘들다고 우려했을 정도였습니다.

17년 후인 2020년, 코로나 바이러스 소식이 중국으로부터 나오기 시작하자 존스 홉킨스 대학교 (Johns Hopkins University)는 1 월에 실시된 한 연구에서 가까운 거리, 유대 및 교통 연결로 인해 중국 본토 밖에서 가장 위험이 큰 지역 중 하나로 대만을 꼽았죠.

하지만 대만은 우한에서 음력설을 맞이하여 코로나 바이러스에 대한 뉴스가 나오기 시작하자 마자, 사스를 위해 설립되었던 대만 국가 보건 사령부 (NHCC) 관리자들은 잠재적 위협에 대응하기 위해 빠르게 움직이기 시작했죠.

1월20일 확진자가 없는 상태에서도 중앙 전염병 지휘본부를 설립합니다.

스탠포드 메디컬 (Stanford Medicine)의 소아과 부교수 제이슨 왕 (Jason Wang)은 "대만은 공중 보건을 보호하기 위해 지난 5주간 최소 124개의 행동 지침 항목을 신속하게 만들어 실행해내고 있다고 말했습니다.

CNN은 대만 정부가 2003년 사스 경험을 통해 다음 위기에 신속하게 대처할 수 있는 공중 보건 대응 메커니즘을 확립했다고 보도했죠.

미국언론들은 잘 훈련되고 경험이 풍부한 방역 당국이 위기를 신속하게 인식하고 긴급 관리 구조를 활성화하여 새로운 비상 발생을 해결하고 있다고 극찬하고 있습니다.

우한에서 코로나 바이러스가 퍼지기 시작했을 때 대만은 우한에 바이러스 전문가를 파견해 조사를 벌였죠. 사스 때 중국 정부의 정보만 믿다가 낭패 본 전철을 밟지 않기 위해서였죠.

사스의 경험을 교훈삼은 대만의 성공적인 위기관리시스템 가동이 바로 첫번쨰 이유입니다.

초기 선제 대응

CNN에 따르면 대만은 중국 본토에서 확진자들이 무섭게 늘어나자, 지난 2월 6일 중국 정부의 반발에도 불구하고 중국발 입국 전면 금지 조치를 내려버렸어요.

중국 수출이 전체의 30%를 차지하는 대만으로서 경제적 희생을 감수한 과감한 조치였죠. 홍콩, 마카오를 방문한 모든 외국인의 입국을 전면 금지시켜버렸구요. 다른 국가들이 입국 금지 등의 조치를 취할 건가 말것인가에 대해 논쟁하고 있는 동안,  대만은 바로 실천에 옮겨버립니다. 

유람선이 대만 항구에 정박하는 것을 중지하고, 검역 명령을 위반 한 사람은 누구에게나 엄격한 처벌을 내리겠다는 결정을 발표합니다

대만 행정원은 중국 당국이 우한을 봉쇄한 다음 날인 지난 1월 24일부터 의료용(N95) 마스크에 대해 1개월간 수출금지 조치를 발동했어요. 마스크 매점매석을 막기 위한 ‘마스크 실명제’를 도입하는 등 과감한 조치 도입도 불사하지 않았죠. 당초 대만 정부는 지난 2월 1일부터 1인당 하루 3개까지만 개당 6대만달러(약 240원)에 마스크를 살 수 있도록 했구요. 마스크 사재기 적발 시 3년 이하의 징역 또는 최고 19억6,000만원에 해당하는 벌금을 물리겠다는 강경 조치도 시행하고 있습니다. 부족한 마스크 공급에 도움이 되기 위해 교도소 재소자들도 마스크 제작에 참여하고 있구요.

2월 23일부터는 자국의 의사와 간호사 등 의료 인력에 대한 출국금지 조치도 내렸죠. 대만의 방역당국은 확진자들의 동선을 일절 비공개에 부치고 있어요. 

“확진자들의 감염원과 동선을 일일이 공개할 경우, 오히려 더 큰 혼란과 공포를 초래할 수 있다면서, “확진자가 오늘 여기 갔다, 내일 저기 갔다고 알리는 게 전체 사회에 무슨 도움이 되느냐”는 것이 대만 방역당국의 논리입니다.

하지만 코로나바이러스관련 유언비어를 유포하면 최고 징역 3년형과 300만 대만 달러(약 1억2000만원)의 벌금형에 처할 수 있다고 주민들에게 경고했습니다.

철저한 ‘자국민 우선’ 방역 기조를 실천하고 있는 대만의 선제적 대응이 바로 두번째 이유입니다.

전문가 중심의 리더십

대만은 중국 본토와 인접해 코로나19 확산의 위험이 컸으나, 초기부터 외국인의 입국을 막고 투명한 정보 공개와 적극적인 감염자 이동 경로 추적 등으로 4/6일 현재 확진자 373명, 사망자 5명에 그치고 있습니다.

대만의 코로나19 방역을 칭찬한 바브라 스트라이샌드에 이어 대만으로부터 배우자는 움직임이 전세계적으로 확산되고 있죠.

차이잉원 총통의 리더십에 관심이 높아지고 있죠. 위기상황에서 돋보인 점은 그의 용인술에 있어요.

천젠런 부총통은 존스홉킨스대 공중보건대학원 방역학 박사로 2002년 사스 사태 당시 위생복리부 부장을 지냈으며 이후 방역 대책을 설계했죠.

올해 5월 20일에 천젠런의 후임 부총통으로 취임할 예정인 차이잉원 총통의 런닝메이트 라이칭더 역시 미국 하버드 대학교 보건대학원 박사 과정을 졸업한 이학박사입니다.

현재 위생복리부장인 천스중은 치과의사 출신이구요.

부장은 “우한에 남은 사람들이 현지의 열악한 의료환경으로 귀중한 생명을 잃을 수 있다”고 발언한 직후 감정이 북받쳐서 인터뷰 도중 눈물을 흘리기도 했습니다.

현재 그는 코로나19 방역을 총지휘하는 ‘중앙전염병지휘센터 지휘관’인데요.

‘천스중이 WHO(세계보건기구) 사무총장보다 낫다’며 현재 그의 인기가 대만에서 상종가입니다.

국가방역을 주도하고 결정하는 전문가 주도형 방역 시스템 그리고 그 공을 해당부서장에게 돌리는 차이잉원 리더십 그 세번째입니다.

대만은 '하나의 중국' 원칙에 따라 WHO(세계보건기구) 회원이 아닙니다.

중국의 영향력으로 퇴출되었고, 반중(反中) 성향의 차이잉원 총통이 취임하면서 2016년 옵서버 자격도 상실했죠.

대만은 WHO로부터 코로나바이러스에 관한 어떠한 정보도 제공받지 못했기 때문에 오히려 선제적이고 독립적으로 대처할 수 있었다고 말했습니다.

차이잉원 총통은 4월1일 미국과 유럽연합(EU) 등 코로나 주요 피해국에 마스크 1000만장을 기부하겠다고 발표했죠.

천젠런 부총통은 글로벌 시민으로 세계방역에 공헌하고 싶으나 현재로서는 도울 길이 없다고 말했어요.

대만의 방역 노하우를 배우고자 협조를 요청하는 국가가 증가하고, 대만의 위상이 높아지자 중국의 심기가 불편한가 봅니다.

보이지 않는 바이러스와의 글로벌 전쟁 속에서 정치 공학 보다 일단 국제협력이 우선 아닐까요?

대만의 코로나 방역의 선진사례 배울 것은 좀 배우자구요.

Australia and Taiwan are island countries with a population of about 24 million.

Both countries had close trade with China, and strictly enforced border control in the early days of Covid-19.

However, ten weeks have passed since that day, while Australia has identified nearly 5,000 cases of confirmed cases, while Taiwan has less than 400 cases.

It's not Australia's fault, but how Taiwan successfully controls and maintains the virus.

Today we'll look at why CNN calls Taiwan the world's best corona prevention model.

Lessons from SARS

When SARS occurred in 2003, Taiwan was the worst with Hong Kong and southern China.

More than 150,000 people were quarantined and 181 died.

At that time, WHO managers pointed out that the recent surge in SARS in Taiwan is due to poor control of the infection and the collapse of the emergency room system.

Moreover, since the cases of infection were not reported immediately, WHO was concerned that it was difficult to even estimate how bad the situation was.

17 years later, in 2020, when the news of the corona virus started coming out of China, Johns Hopkins University  reported in a January study, Taiwan was ranked as one of the most dangerous areas outside of mainland China due to close distances, ties, and transportation connections.

However, as soon as Taiwan got the  news of the corona virus began to appear around Lunar New Year season in Wuhan, Taiwan's National Health Command (NHCC) managers, which were established for SARS,  started to move quickly to counter potential threats.

On January 20, the central epidemic command center is established even if there are no confirmed cases.

Jason Wang, associate professor of pediatrics at Stanford Medicine said, "Taiwan has been rapidly creating and implementing at least 124 items of action in the past five weeks to protect public health.

CNN reported that Taiwan's 2003 SARS experience has established a public health response mechanism to quickly respond to the next crisis.

American journalists praise the well-trained and experienced anti-corruption authorities to quickly recognize the crisis and revitalize emergency management structures to address new emergencies.

When the corona virus began spreading in Wuhan, Taiwan sent a virus expert to Wuhan to investigate.

The reason was that in the SARS period, Taiwan relied on the information of the Chinese government and failed in managing the SARS crisis.

Taiwan's first successful crisis management system, taking lessons from SARS, is the first reason.

Initial preemptive response

According to CNN, Taiwan's ban on entry to China was lifted on February 6 despite the Chinese government's backlash, as the number of confirmers increased horribly in mainland China.

Taiwan's exports accounted for 30% of the total, and it was a bold move to take economic sacrifice.

All foreigners who visited Hong Kong and Macau were banned. While other countries are debating whether or not to take action, such as banning entry, Taiwan immediately puts it into action.

A cruise ship stops moored at a port in Taiwan, and it announces its decision to impose strict penalties on anyone who violates the quarantine order.

The Taiwanese administration has initiated a ban on exports of medical (N95) masks for a month from January 24, the day after Chinese authorities block Wuhan.

Introducing drastic measures, such as the introduction of the 'mask real name system' to prevent mask sales, were announced by Taiwanese government.

Originally, from February 1, the Taiwanese government only allowed 3 masks per one person a day for $ 60,000 (approximately 240 won).

In the case of mask hoarding, Taiwanese government are also taking hardline measures to imprisonment for not more than three years or fines up to 1.9 billion won.

Prisoners are also involved in making masks to help supply scarce masks.

As of February 23, there have been measures to ban departure from medical personnel such as doctors and nurses in their home countries.

Taiwan's quarantine authorities are keeping the entrants' paths private.

“If we reveal the source of the infectious disease and the traffic, we can say that it can cause more confusion and fear.

It is the logic of Taiwanese quarantine officials that "How does it help the whole society to inform the route that they are here today and that there are tomorrow?"

However,the government warned citizens that if they spread coronavirus-related fake news, they could face up to three years in prison and a fine of up to 3 million Taiwan dollars (approximately 120 million won).

The second reason is Taiwan's preemptive response, which is implementing a thorough 'national people first' quarantine.

Expert-oriented leadership

Taiwan was close to mainland China, and the risk of spreading Corona19 was high.

From the beginning, foreigners were prevented from entering the country, and as of 4/6, only 373 confirmed cases and 5 deaths occurred due to transparent information disclosure and active route tracing of infected people.

Like Barbra Streisand, who praised Taiwan's anti-corona 19 management system, the movement that we should learn the lessons from Taiwan is spreading around the world.

Chai Ying-won's interest in leadership is growing.

What stands out in the crisis is her positioning skills.

Vice President Tian Zhenren was Ph.D. in epidemiology at Johns Hopkins University School of Public Health, where he served as chief of the Ministry of Sanitation and Welfare during the SARS incident in 2002 and has since designed anti-disaster measures.

On the 20th of this year, President Chai Ying-won's running mate, Ritchinger, who will be inaugurated as Cheon Jen-run's vice-president, is also a Ph.D. who graduated from Harvard University.

Currently, the chief of sanitation and welfare, Cheonsujung's job was a dentist.

“The people left in Wuhan could lose their precious lives due to the poor medical conditions in the local area,” he said.

Currently, he is the Commander of the Central Epidemic Command Center, who commands the entire Corona 19 defense.

'Chunsujung is better than the World Health Organization (WHO)' s secretary-general, 'people said.

The third is the expert-led quarantine system that leads and determines national defense and the leadership of the Chai Ying that empower and delegate  the appropriate capable department manager.

Taiwan is not a member of the World Health Organization (WHO) under the 'One China' principle. Withdrawal from China's influence, anti-Chinese Chai Ying-won took office, and in 2016 Taiwan lost the status as an observer.

Taiwan said it was able to respond preemptively and independently because it did not receive any information about coronavirus from WHO.

On April 1, President Chai Ying-won announced that Taiwan would donate 10 million masks to major victims of corona, including the United States and the European Union.

Vice President Tian Zhenren said he wants to contribute to global defense as a global citizen, but he said there is no way to help.

It seems that China is uncomfortable as more and more countries are requesting cooperation to learn Taiwan's quarantine know-how and Taiwan's status is increasing.

Isn't international cooperation a priority over political engineering in the global war against invisible viruses?
